The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Significant resources is expended on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability afforded by current data. From vantage locations, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Not long after, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, persist.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from assuming that the current condition will not evolve additionally in its advantage in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until conditions improve in its advantage.

Current Realities

Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
