American lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as GOP senators floated a plan toxic to Democrats: scrapping the ACA, called Obamacare.
Deepening Consequences of Federal Closure
The impact on US citizens from the lengthiest closure of the federal government in history deepened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and SNAP benefits have been delayed for forty-two million Americans.
Trump's Plan from Florida Resort
As weekend meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic senators shared alarmed responses to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker responded to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and extend the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.
"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Situation
None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts indicated that the core of such a proposal would remove the ACA's mandate that insurance companies cover patients with existing health issues.
After his resort visit, Trump went back to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
